extraordinary public interest is applied in such a manner. All legislation is applied on a
perspective basis (From the time it is signed forward).  It is questionably a violation of
the Double Jeopardy Clause of the constitution. It is a violation of a defendats &quot;Due
Process&quot; right to be informed of the charges he faces, the right to confront witnesses, 
the right to ber informed of the sentence he faces.  it is also a violation of  the members &quot;Due Process&quot; right to be afforded an appeals process from the &quot;Ban&quot;.</description>

		<description>Thanks for the comment. It is extremely unfortunate, but perhaps inevitable that police departments would begin using this technology as a pure automated revenue generator. 

It is easy for police to match expired registrations with plates out on the road, and then have citations mailed out without them having to get out of the car, or even be aware that it happened! These license plate scanners are now just passive revenue generators for the state.</description>
